A couple of months ago I designed a folder intended to carry Energy Performance Certificates (EPC). Simple and clean; even though I wanted to keep it minimalistic (more or less as it was in the baby version) the customer wanted as many pictures as possible. The middle way was to keep the front page empty. In this way the folder becomes distinctive by itself - so when you are holding it, you instinctively know it's an EPC. After a couple of modifications the final product looks like this. :)
